Brazil, a leading power in the digitization of public services, according to the World Bank

A World Bank study released in Brasilia on Sunday showed that South America’s largest country was second in the world among 198 economies in digitizing public service structures.

Brazil has been recognized as the second most advanced country in the world in the field of digital government, with the World Bank having measured the current stage of digital transformation of public services in 198 countries. The country has moved up five notches from the 2021 ranking.

The study points out that the offer of digital public services on the platform already has 140 million users, or about 80% of the adult population. A single password is enough for citizens to access thousands of digital services and obtain the information they seek.

“This increase is due to the natural execution of a plan that began in 2019 (…) using international best practices, to provide increasingly simple and citizen-centric public services”, explained the secretary of digital government, Fernando Coelho.

The agency attached to the Ministry of Economy also pointed out that all services with a strong economic and social impact are easily accessible through the platform.

In its research, the World Bank listed 48 indices, in which Brazil was ranked “very high”.

“We asked questions in four main areas: one of the structuring systems, with an approach centered on the management of the state machine; another area is that of the service offer, with a more outward-looking vision, more for the citizen (how is this offer made and if it is organised); the third axis is commitment and transparency, to encourage the population to design these services, to contribute to public policies; and the fourth area is related to the governance strategy if the vision is well implemented,” Coelho pointed out.

The platform materializes the strategy of the digital government in Brazil by bringing together in a single portal the offer of services to the population, in a standardized way, and with a single tax identifier.

The digitization of services has a positive impact on society as a whole – total savings of around 4.6 billion reais ($0.86 billion) are estimated. The citizen no longer spends, for example, on transport, printing and sending documents. The state is also reducing spending on the resources that would be needed to meet these demands. But the impact is not only financial, since there are also savings in processing time and speed, thanks to automation, it has been reported.

Another benefit of digital transformation is data security and protection, a strategic issue for the taxpayer but also for the State. The platform is hosted in the same environments and with the same criteria that store data requiring tax secrecy, such as income tax and other tax services. And the privacy belongs to the taxpayer, who “can request information about the use, he can revoke the use at any time. The citizen is the holder, he has the power to use this data,” Coelho continued.
