Separate sealed bids for street, sanitary sewer and storm drainage improvements including paving construction and other miscellaneous works will be received at City Hall
by the Buying Agent for the City of Clovis, New Mexico until 2:00 p.m. local time on June 9, 2022, at which time all bids will be publicly opened and read aloud. Each bid proposal must be submitted in accordance with Section 2, Instructions to Bidders, of the Contract Documents.

A non-mandatory pre-bid conference will be held on May 27, 2022 at 2:00 p.m. at the City’s Public Works Complex. The last day to submit written questions will be May 31, 2022. Written responses to all questions received will be emailed to all plan owners by June 3, 2022.

Payment bonds, technical specifications and other contract documents are filed and available for public inspection at the office of Lydick Engineers and Surveyors, Inc., 205 E. 2nd Street, Clovis, New Mexico.

This work will be constructed in accordance with the NMDOT Standard Specifications for Highway and Bridge Construction, 2019 Edition, as amended here. Each bidder should obtain copies of the above NMDOT Standard Specifications for Road and Bridge Construction by writing or otherwise contacting NMDOT District 2 Office, PO Box 1451, Roswell New Mexico

Copies of plans, specifications and contract documents may be obtained on deposit of fifty dollars ($50.00) from Lydick Engineers and Surveyors, Inc., for each package so obtained.
Upon return of the plans, specifications and contract documents in good condition no later than ten (10) days after the opening of the tenders, half of the deposit ($25.00) will be returned to all plan holders.

The contracting authority reserves the right to issue addenda to approved plans and specifications during the advertising period as provided in the contract documents. A record of all addenda and copies thereof will be available to all qualified bidders from the office of the contracting agency and from Lydick Engineers and Surveyors, Inc.

Each Bidder must submit a certified check or Bid Bond satisfactory to the Bidder and an Acceptable Bond, in an amount equal to five percent (5%) of the total Bid Amount, with each Bid Proposal.

Bids may be retained by the contracting agency for a period not to exceed thirty (30) days from the date of opening of bids, for the purposes of reviewing bids and investigating the qualifications of bidders before bid submission. award of contract.

Attention is drawn to the fact that at least the minimum wages and salaries stated in the contract documents must be paid for this project. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin.

Bidders on this project must be licensed in New Mexico by the Division of Construction and Industries. All bidders will indicate their current New Mexico Contractors License number and classification on the outside of the envelope.

After all bids have been received, and before the contract is awarded, the apparently lowest bidder must submit a copy of the “wallet card”, issued by the Construction and Industries Division, to the contracting authority.

Please note that before the opening of bids for each project, contractors will have the opportunity to withdraw their proposals that have not been read. Withdrawn proposals cannot be resubmitted.

The resident contractor preference of five percent (5%) will apply to this project. All bids may be rejected if the lowest responsive bid received exceeds the engineers’ estimate by more than seven percent (7%).

The Government Procurement Code, Sections 13-1-28 through 13-1-199 NMSA 1978 imposes civil and criminal penalties for violations. In addition, New Mexico’s criminal laws impose criminal penalties for illegal kickbacks, gratuities, and kickbacks.

The prime contractor is required to have the correct New Mexico license, classification required to perform the work requested in this particular project.

The City of Clovis reserves the right to reject any Proposal and waive technical details.

The successful bidder will be required to obtain a business license from the Town of Clovis. The permit can be obtained at the clerk’s office for an annual fee of $25.
